That's the one, the marquee!



Really cool marquee though. It lights up each panel individually, an array of bulbs. Can see it in this video if you skip 1 min 10s into it

I might be wrong, but there should be an extra layer added behind that marquee with the word crackdown? I've seen pictures, so as well as the panels flashing you can also always see the name lit up in red.
