Shifter Config (Sequential shifter in Outrun etc)

I'm tinkering with a Driving Cab Mame build and am using a shifter that's normally found on games like Outrun 2/Initial D. I'm trying to configure the shifter so if I push up on the shifter it goes into high gear, and if I pull down it goes into low gear. There only seems to be 1 button mapped to shift, and it toggles between high and low.

I tried using the 'toggle on' command in the game ini, but that isn't what I'm looking for.

I was sure there's a mame build where I used a controller and the game had 2 buttons assigned, 1 each for high and low gear.

Am I overlooking something obvious here?

It’s a good while ago since I’ve had Outrun and MAME on my cab, but isn’t there an option to do this in the Config menu, accessed by the TAB button during the game?
