Hiya. What country are you in? I'd suggest updating your profile and location so we can recommend somebody who's in the same country
Is your scan just a JPG or TIFF file or do you know whether it's been vectorised? Apologies if this is teaching you to suck eggs, but printing a JPG/TIFF/BMP scan will possibly give you a poor result unless your source image is a number of times bigger than your destination image. A vectorised image can be reprinted at any size without loss of quality as the image is described as a series of many lines and curves, so can be scaled without getting jaggies, blocking or any loss in quality. As you can tell, vectorised images give the best quality but somebody normally has to manually trace the image, colour it and touch it up which is quite time consuming.
Fortunately, there are quite a few arcade art sites out there who may have already done this for you.
Anyway, if you can provide more details we can suggest the best plan.
