After swapping Griffo's faulty Initial D card reader for a working one, he gave me his old reader to me as part of a deal. I compared his faulty one with my card reader and managed to see what the problem was.
The problem is related to a sensor gate, in my case the tiny bracket was missing causing the error. When that bracket is missing the sensor thinks it's not being made and rotates the cam a few times to make/clear the gate, then it gives a Card Draw error message in diags.
Here's some pics to show you what bracket was missing and the gate it makes when the transport goes up and down.
I swapped the bracket over to the faulty one and it solved the problem, that Card Reader now reads/writes fine.
