Anyone know if one of these will power up without a cartridge?

yes, and say 'INSERT CARD'

if a card is inserted, but not quite properly, it will just flick on, then
go off.

It's always seemed to me like more than one person was working on that
bit of the design - It doesn't seem to power up unless *something* is
inserted, but you get the message when the card isn't completely
inserted (or dirty or something).

As Andy says, sometimes it just flickers the message, and sometimes you
can only read half of it...

throw it away and buy one for 9.99 from Game or EB, and stop the posts to
this list, frighteningly off topic :)

No it doesn't (I think). If there is no card in at all, it just flicks the
power light on for a tiny bit and then goes off again. If there is a card
in, but its not sitting properly, then it sometimes says "insert card" and
sometimes displays a tartan crash, or sometime whines pitifully :)
I'll have a look at mine when I get home - I got it off ebay a couple of
months ago with about 50 games for £60... I was well chuffed :)
