So I got my hands on a few more track and field boards and the first one doesn't coin up. Traced it to a 74ls253 at 3E on the top board, no surprise it's a fujitsu. It looked to be working ok with the probe and also it tested ok out of circuit, but a replacement fixed the problem.
PS: Don't change the dipswitches to freeplay before you replace the chip and wonder why it still won't coin up after a new chip is fitted, only an idiot would do this
