yes that looks to me like scramble, or some derivative..

the MU-1 scramble bootleg type pcbs were used on various equivalents,
scramble, amigo, frogger etc.. chances are its as scramble thos as they are
dead common.

Well....

It says 220 on the PCB so it's probably a 16V 220uF.
