Outrun video problems

I tested my identical Kortek monitor (with a different remote board), and got the same result. So I'm starting to think that I can't adjust my way out of this issue.

Finally solved this, with the help from my friend Johnrt. He had made a video amplifier/inverter, and suggested to test it in my Outrun cabinet with the Kortek monitor. It turns out that the video signal was too strong for the monitor. I turned down the RGB gain and the clouds look perfect! The picture is so sharp and crisp, the Hantarex looks pitiful in comparison. Thank you to everyone who gave suggestions, and of course especially to Johnrt.
