EBay cap dilemma

I just paid £12 for a nichicon 220uf 250v cap.

My esr chart says It should read 0.5
It reads 0.3
The cap I removed to replace measures
0.2

Basically should I request a return ?
Should I be receiving a cap that measures 0.5 ?

I’m tempted to buy another esr meter now to have a second reading with a different meter..

The chart is a rough guide and lower is better, but esr doesn't mean everything I've had leaky caps read low esr. So a new 0.3 esr cap is still better than a 20 year old used 0.2 esr cap.

Testing only gets you so far as it won't tell you if a cap is shorted / leaky (both voltage and physically) and testers don't test them at high voltages.

In short you can't go wrong with new japanese capacitors (nichicon, panasonic etc).

Yeh as ace says , there is ways to test its max voltage. When these are fake caps its normally the voltage rating that is lower than it says. I.E if you have a 220uf 16v it would fail around 13 or 14 volts (just an example !).

Best way to test them is install them , turn on and stand well back ! Lol
