Any Builder/Insulation Experts?

Was hoping someone with the right expertise could point me in the right direction with my insulation query...

We have a room over a garage and when we moved in it was highlighted that the ceiling did not meet fire regulations. As we needed a load of electrical work done we pulled down the old ceiling and removed the old fibreglass insulation.

I was going to fill the joist gaps from below with fibreglass batts and then use celotex (25mm-50mm) over the existing joists, seal the gaps (with appropriate tape) and then plasterboard (using fireproof stuff) over that and then skim.

My worry is that the celotex will provide a vapour barrier between the garage and the fibreglass insulation and that moisture will form in the insulation causing wet, mould etc.

Should I be worrying about this? Is this a viable solution?

Or should I be trying to install a vapour barrier between the floor above and the insulation?

I would install the celotex directly inbetween the joints but there is ALOT of pipe and wires to work around!
