Arkanoid Spinner: vaus only moves to left

assuming I've already tested it with 3 spinners, and also tested it on an Arkanoid bootleg(its ok), the vaus on Arkanoid original Taito PCB only moves to left, until when I turn to the right......

Put the game in test mode and see if the 1P Paddle hexadecimal numbers move up and down when turning the spinner.

My guess is that the 74LS669 at either IC 5 or IC6 is bad. You can check easy enough with a logic probe.
