Bubble wrap and other stuff sold as anti-static aren't anti static, even 'anti-static' tubes aren't. Only metalised bags provide true anti-static protection, even the old black bags which I swore by for years and used to use to store boards in have been identified as not providing true anti-static. protection.

I'm not saying using it will nuke your boards or anything, once stuff is in circuit they are pretty robust against ESD discharge so it will probably be fine. I've had boards arrive in normal clear bubble wrap and even newspaper and they were fine but I hate to see inacurracies and myths perpetuated.
