Pretty sure the Astro City panels are a slightly different shape so might not fit the Naomi CP correctly, but as per the Arcadeartshop website you would cut the holes in the overlay with a craft knife once stuck on the panel.

He sells Naomi Universal correct ones as well.

Sharp scalpel with 10a blade, take your time, a few lighter cuts to go through the material accurately rather than one heavy cut if you are less confident.
Also you can make straight radial cuts from the centre out to the circumference and then as you cut along the circumference line you can remove segments.
Any small imperfections can be trimmed or will be covered by the button.
Practice on some thin card before to get you job ready.
Just ideas on my approach, there will may be many others, some better, some not. All the best 👍

He’s just looking to cut the holes in the artwork. Fresh stanley blade will glide through it just angle it slightly and slide it around the rim of the metal.
Yeh I just wanted to add my method of cutting through the metal ( just in case his pannel is a 3/4 button & he might want to make it a 6 button 😉
