the 12v is not critical, the 5v is
i have seen 12v running as high as 14v on some supplies without issue

Oh wow 14! Thanks, good to know that the +5V is the most important one.
Is that because the main/game pcb runs on 5V and 12V is only used for extra stuff like motors and their boards?

12v is normally used on the audio circuit, its used for other components but I don't delve too deeply into game boards
steering motors on modern cabs tend to be 24v but you find all sorts of motors on machines, looks like your machines use 18vac from the transformer

12v is used for the audio and for electronic coinmech's
and maybe a fan if somebody added one.
none of that is critical
