Yeah, looks like a pacman bootleg to me, probably out of a generic cocktail table.

It's an odd one. I would have gone with a Crazy Kong pinout based on the two edge connectors and the three grounds all in a row on the 18way. But then it has a 22way as well. Slightly odd to say the least.

my vote is the fold over version of Galxian which was also used to make many boots, like DK, moon cresta, frog, etc
