Does anyone know off-hand the percentage duty I would need to pay on
a new photograph/film scanner imported from the US?

Generally you have to pay 17.5% vat and 8% (electrical) duty

Plus any charges incurred from the shipping company for handling customs

I need one point clarifying about this.

It is true that you only have to pay import duty etc. when
you buy stuff outside of the EU?

Yes only on imports outside the EU. Uk vat at 17.5% still applies to the
import tho
