Basically with an atx psu there is a small amount of power comming from
it all the time to the motherboard (pin 9) to keep enough functions such as
the
soft power switch and/or keyboard power on detect. Once the motherboard
decideds to power up the machine there is wire on the atx power connector
that is sent low to make the psu come the life.

(!!WARNING!! if upgrading an atx equiped pc remove the power cord the board
is still life otherwise!!!)

Now if you where to use an atx power supply in a machine you can just cut
the
wire on pin 14 and solder it to a ground then the psu comes to life as soon
as the cab has power appled to.

Cheers
