I think I've got a fairly decent method now of cleaning up screws and it is kind of a combination of what has been said here.
Firstly
I soak the screws in a plastic container - you can use whatever you
want - apple cider vinegar, I just used white vinegar
Then rinse the screws with water, and let them dry off
Next
step is to get the heads nice and shiny. I took on-board what bbz149 said
and put the screw into a drill and buried the head of the screw into
different levels of steel wool. Firstly coarse, medium then fine. By
this time the heads are already looking pretty decent.
REMEMBER TO USE GOGGLES AND GLOVES!
Next
up I kept the screw in the drill and used a small steel/brass brush on a
dremel to go inside the head of the screw and clean that up. I also
used a bit of polish compound to get it really shiny.
With the
screw still in the drill I used the stee/brass brush all over the thread and
underneath the head of the screw. I then took the screw out of the
drill to do the other end whilst it was in my hands - be careful doing
this.
For washers or similar I used a steel/brass wheel, and
pinned the washer to a piece of wood so that it would freely rotate and
then let the wheel pass over it. Once one side is done, turn it over
and do the next.
It takes a bit of time but I was happy with the results. Here's a before and after pic. This was a washer that I didn't really spend much time on either:
