With regards to the steps, I read it as: Step 2, make sure your Pi is running at 5.25v before connecting up the RGB adapter. Step 3: Make sure your control panel or service switches don’t send any voltages and are simply ground connections. An example might be if you have a spinner connected on your control panel which uses 5v and it might be wired up in a way which could cause a problem.
Someone else might be able to clarify step 9, but I thought with Etcher it automatically formats the SD card and burns the image file to the correct format when you select the file.
